The New Jersey Judiciary is seeking an experienced Information Technology professional for a challenging position as Manager of IT Infrastructure & Operations Support. As a key member of our management team, you will work collaboratively with partners across all organizational areas to develop strategies, define policies, and enforce standards that govern the expansion and operations of our complex statewide mainframe, server, and network environments. You will apply your solid expertise in large-scale n-tier data center and network continuity & disaster recovery planning and lead a rigorous program of testing and exercise of those plans. This executive will drive our objective for long-term stability and intelligent infrastructure growth including capacity planning, lifecycle management, asset management, and the analysis and presentation of financial data to assess and recommend significant IT investment decisions. Your ability to evaluate ROI, IRR, and NPV are important along with the skills to create and sustain accurate multi-year budget projections. The successful candidate will also be familiar with National Electric Code and NFPA Fire Code and have a thorough understanding of operationally critical n+1 data center supporting structure including electrical feed & distribution, chilled water systems, environmental conditioning, standby power systems, and best practices for their monitoring and maintenance. This individual will also assume responsibility for related ancillary support services that enable a consolidated focus on infrastructure planning, management, and support. Excellent leadership and communications skills are necessary for success in this position as is strong project management, problem-solving, and analytical ability.

Example of Duties

Perform strategic infrastructure and lifecycle planning in alignment with technology and business objectives
Develop policies and protocols for infrastructure and asset management
Develop comprehensive IT business continuity and data center/mainframe/network disaster recovery plans
Plan and manage large-scale disaster recovery tests and exercises
Establish procedures and controls to manage software license compliance on all processing platforms
Manage IT hardware assets including statewide receiving, warehousing, and distribution of equipment
Review and approve all statewide IT product/service purchases to ensure standards and policy compliance
Conduct financial and cost/benefit analysis to assess and recommend major technology investments
Develop and report on IT infrastructure related budget forecasts for 5-to-7 year planning windows
Coordinate and respond to any internal or outside audits of technology infrastructure spending
Ensure compliance with all internal, statutory, and regulatory requirements for protection of confidential data
Research and make recommendations on hardware/software/network products and services

Qualifications

Graduation from an accredited college or university with a Bachelor’s Degree and seven (7) years of managerial experience, which shall have included responsibility for the management of budgets, staff, and administrative operations; development and implementation of programs, policies and procedures; and responsibility for analyzing, designing, testing and implementation to accomplish project objectives; network administration in a personal computer or local/wide area network environment; telecommunications facilities and services; database administration; system analysis; and/or software applications; and five (5) years of which shall have included supervision of professional staff.

Substitution: Applicants who do not possess the required education may substitute additional professional experience on a year for year basis with one (1) year of such experience being equal to thirty (30) semester hour credits. An Associate’s Degree and two (2) years of additional professional experience may be substituted for the required Bachelor’s Degree. A Master’s Degree may be substituted for one (1) year of experience as indicated above. A Law Degree may be substituted for two (2) years of experience as indicated above.

Driver’s License: Appointee will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

The Information Technology Office of the New Jersey Judiciary is seeking a highly experienced individual to join our team as a senior manager responsible for Applications Architecture & Platform Technology. The candidate should have outstanding leadership and communication skills, expertise in strategic planning and budgetary management, and the technical experience necessary to successfully sustain, develop, and actively enhance the portfolio of applications services supporting the operations of the New Jersey Courts. The manager must offer excellent interpersonal and relationship building skills, have an excellent working knowledge of the fundamental technologies that shape our development and technical operating environment and be capable of adapting to rapidly changing environments, meeting challenging IT initiatives, and working productively with cross-functional teams.

The Judiciary technology environment that supports all business applications and services has rapidly shifted to an increasingly complex and robust combination of PEGA and JAVA software development platforms coupled with web services that enable transparent communications between systems. Concurrently, we must manage and maintain the stable Cobol/DB2 environment that underlies our business critical legacy case management systems.

Strategic planning, policy formation, design, and standardization of the technical, application, and security architectures and frameworks that are the foundation for all development initiatives

The New Jersey Judiciary is seeking a qualified individual with strong leadership and customer service skills to join its Automated Trial Court Services Unit (ATCSU). This unit is primarily responsible for business analysis and user requirements gathering; work flow analysis; development of project plans; user interface; system testing; and user training and support. The unit works collaboratively with court case processing managers and staff, information technology managers and staff, and others to plan and implement large scale Judiciary information technology projects. It also provides ongoing customer support for applications through the operation of a help desk and delivers presentations and on-site support when necessary to various customers located throughout the state. As a key member of this team, you will work collaboratively with partners across all organization areas to ensure alignment with IT systems development methodologies to integrate effective security controls into new and existing platforms and applications as well as participate in the development and enforcement of information security standards and policies.

Working knowledge of network, system, database and application level security, system development methodology and User Interface (UI) design would be highly beneficial.

Qualifications

Graduation from an accredited college or university with a Bachelor’s Degree and five (5) years of increasingly responsible professional experience, two (2) years of which shall have included experience in analyzing, designing, troubleshooting and resolving technical problems or developing, conducting or evaluating training on automated applications, computer concepts or information technology operations.
